The crank arm threads are completely stripped, so the pedal no longer screws in properly. As a result, the pedal loosens and can fall off while riding, which is dangerous. I’m looking for a safe solution, either a low-cost repair or a more permanent fix if the budget allows.

A bike shop should be able to install a helicoil. They drill out the hole and install a threaded insert.
You could technically try it yourself but if you need to buy the tools it will be cheaper to have a bike shop do it.
Helicoil. I bought a large set of the generic ones online and have used them on everything from motorcycles to appliances. I tend to break stuff😎
Just get another crank, dont bother repairing that. You must be able to find a nice secondhandset somewhere and transfer everything to it, its easy.
Helicoil
I suspect you can buy crank arms and pedals for about the same price as helicoiling.
Remember, Left side is reverse thread. Personally, I would buy a used left crank of the same length and type.
Is there a bike coop near you where you could just go find replacement cranks?
