My next guess would be an adapter, either a proprietary one for some sort of disc wheel, or possibly to convert freewheel threads to accept a cog and lockring? But this looks like it also might change the chainline so I’m not sure how that would work on something non-proprietary..?
Do you have any other context on where/how you obtained that?

It is to convert a multi-speed freewheel (usually disc or carbon tri-spoke) wheel for use on a velodrome. Do not use it brakeless on the road, as the lock ring only keeps the sprocket on it, not it on the wheel.
