No need to diagnose, just shoot a bunch of degreaser (One Step works great) in there and work the mechanism until it starts working again.

It looks gunked up. Spray the hell out of it with some Clean Streak or product like that and click it back and forth and it’ll fix it most likely. Did this for plenty of old shifters when I worked at a shop to save them.

Your cable may be too tight. Shift it into whatever gear makes the cable the slackest and either loosen it with the barrel adjuster or release a little cable from the bolt where it clamps to the derailleur itself.

Degreasers will do the trick but what always works at my shop is a Camelbak bottle full of hot water, just from the tap.

Others have said it, but I’ll try in with my own advice.
I use white lighting Clean Streak. It’s killer. Does an amazing job and dries clean with no residue. Once done I use TriFlow oil on everything. Works great and as much easier to clean up in the future.
Second take an old bicycle spoke, bend the tip over a 90° and then snip it off. Heat it up, super hot and a hammer it flat as a pancake. You can then use this to get inside of the pawl and start working it loose. This plus the combination of the Clean Streak you’ll have that thing working in no time
