Hi Dan, expansion joints on Eagles meadow shopping centre, just for minimal ground movement and for hot and cold temperature expansion. i was there about 2 hours ago with my son, birthday present shopping. Have a good weekend……..
Long ago, before the Internet, I moved to a flat in a small street in Paris named after a guy. My girlfriend an I spent hours in libraries to look up for this guy famous enough to have a street named after him. We found nothing. After one or two years, the city replace the rusted street sign by a brand new who said, under the name "former owner of the land".

Not just any water proof seal it is an expansion joint probably preventing the slabs from cracking or something similar but I could very well be wrong
