Can anyone let me know if there's a specific name for this washer used in between the derailleur gear and its mounts in a cheap Shimano derailleur? Any idea if I can get something similar in a hardware store or elsewhere to replace one?

Its technically called a jockey wheel bushing, you won’t likely find that at a general hardware store.
On the bright side, jockey wheels are a wear item, inexpensive, and easy to replace. That one has seen some use.
I wouldn’t count on getting that part separately, except maybe LBS has some old derailleurs in trash? A generic flat washer should do while you wait for replacement pulley. You may even get away with it altogether if you don’t need much mud protection.
Replace the whole gear. They are cheap
