Does this fork look bent (like from a front end collision) to anyone else? Not sure if the top half of the fork is supposed to be right in line with the top tube or if it’s supposed to be angled a bit to compensate for the fork bend or something?

That looks fine. If there’s any stress feel under lug of the head tube to the down tube. The fork should be level with the head tube it looks ok. Maybe a pic level with the forks next
Measure the gap where the fork crown is at the front then back that should be the same. If in doubt have a good bike shop check it I’ve. But you don’t have to buy from them if it is out
this was done intentionally back in the day. fork blades were ordered pre-bent and rake was set by brazing them in the lug at an angle. only higher end bikes had them set straight and raked by bending.
