Top tube is a beam in compression, that’s prime buckling territory, no chance is this same. I wouldn’t be surprised if you rode it a hundred miles and it was fine, but chances are eventually you’ll hit a speed bump or stand up to accelerate and immediately be planted into the road. It’ll be a surprise, too; you might get run over, sent into a lamp post or be flung headfirst with no warning and lose all your teeth. Don’t do it.
