Get two bolts and nuts that will fit in the shank holes in the receiver and the adapter, and torque the piss out of them. That will solve your problem.

Maybe try 2 ratchet straps as high on the carrier as possible, down to where you hook the trailer safety chains. Help hold everything tight

They make stabilizer brackets for adapters, 10 bucks on Amazon, it is a U-bolt with a metal plate that pushes the adapter down and gets rid of the wobble.

I had a similar setup before. I put jb-weld in the rack-to-adapter interface. Keep the pin in place. This makes them effectively one solid piece. Still some wobble from the hitch-to-adapter interface but not as bad as that.
Then you can do the other suggestions here for the hitch-to-adapter interface. Obviously, don’t jb-weld the hitch…

A smaller adapter would lessen the rattling, by using a long one like that it’s just exacerbating the issue.

Try tightening the floor joist and then batten down the hatches. Should help reduce wobble

Get the premium Allen hitch. It’s 2” and has a lock and tightening system for no wobble.
