New wheel build, odd “bump” on truer wheel

So just trued up my first ever wheel build. It's looking good, but as you can, see in the video it's almost like there's a dip/bump vertically when spinning it. It's coinciding with the sleeve by the looks of it.

Is this something I did wrong, or a sleeved wheel thing, or??
