No, these are speed holes. They make the bike go faster, plugging them will instantly make the bike stop.
Of course you can mount one.

I wouldn’t lose any sleep over it. It’s a gravel bike, you’ll scratch it anyway. But if you’re worried, take an old piece of inner tube and put it under the cage

I have a cage on that down tube with a small spacer (1mm at most) and tightened just under the 2nm. Used a cage with flat mount vs curved mount to accommodate the grail’s flat down tube.

Add some washers or put some helicopter tape on the bottle cage if you feel it is necessary.
