Just got a new frame and when I flipped it upside down noticed that there is a gap in the underside of the frame where the downtube is welded to the headtube. As you can see in the photos I can slide a piece of paper into the gap.
Is this normal? Is it a fault? Is it a problem? Any insight much appreciated.

It’s completely normal. Gussets on more affordable frames are often like this. It can be a point of corrosion if you’re in a salt state.
What frame is it?
The construction is unusual, but not going say anything based on three photographs and zero information.
Absolutely normal gusset. Sometimes they are fully welded, sometimes they are not.
First time I saw this type of gusset was on a genuine Bontrager Race.
