  1. There seems to be a crack in the tube going through the right hole? Maybe somebody drilled the holes to stop the crack from going further?

  2. Seeing that there is a cable running over it, my guess would be that’s where a cable stop/stay/end was welded on.

  3. My guess is that cable leads to the rear brake if this is the case I would bet 1 free Google search that those holes are where a cable stop used to be that has either come loose or been removed

  4. I dont know what model that is, but some of the older cannndales had plastic cable guides that popped into holes like that, The plastic gets brittle and they fall apart. I think there are reproductions available.

  5. Definitely cable guide holes. The delrin guides slipped into the holes with little nipples, then you drove a small delrin pin down into the frame and this enlarged the hippies and held them in place. Then you had tiny little plastic bits inside the top tube you had the fish out.
