
When I spin either the front or back wheel and press my finger to the fork or rear wheel mount I feel a drumming pattern that appears in a specific interval of the rotation as well as vibrating. I haven't cleaned the hubs ever nor regreased them (secondhand bike) and I'm planning on doing so but also wanted to know if it might be something more serious. Quick releases aren't overtightened and brake isnt rubbing.
Video: Front wheel spins back and forth when left to spin on its own. (I leave it to spin, it slows down until it stops then starts spinning in the opposite direction and so on until it really loses momentum)
Slight drumming/vibrating from both hubs and front wheel spins back and forth.

The wheels being able to spin freely like that is good. No drag. The hubs are most likely adjusted correctly. Without physically touching them I can’t say for sure.
The vibration you’re feeling is the bearings on the race. I mean it is metal balls spinning across a metal race… To expect absolutely no vibration or any kind of trace of contact between the two is kind of unrealistic.
I’d pull the wheel out and spin the axle by hand and see how they feel. Should feel smooth, again metal against metal, and no play.
All wheels are unbalanced to some degree from extra weight on one side or the other. Looks like the culprit in your case is the magnet from the speed sensor.
As long as the wheel isn’t so unbalanced that you can feel it while riding, you’ll be fine.
