bought a new 2nd hand bike and planning to sell my old bike. New bike has these old conti gp 4season tires, while my old bike has these (relatively new) ultra sport iii tires.
Is it better to switch to the newer though lower tier tire?

Check the sidewalls if they are very neat up might be time to change. Otherwise those conties are amazing I use the year round
Yes. Those tyres have expired.
The first one is cooked, the second is in good condition.
