Yes, this specific crank was designed with this curve.
If the bearing surfaces and the threads are in line and parallel, and that when you mount it in the frame are not tight spots or play, I’d say you’re fine!
Yes, that’s not unusual.
I think it helps in fitting it through the bottom bracket – just gives a little extra room.
Ashtabula’s were made that way in the 1970’s
