Same idea as loctite. You put them over the screw heads which mount your brake caliper to the frame, with the “fangs” pointing down over the edge of the brake calliper and they are supposed to prevent the screws coming lose. Generally regarded as superfluous, but given the importance of not having your brakes come lose, what’s the harm?

Shimano is stubbornly obsessed with safety on brakes. Those clips go on the bolt heads after you torque them down to prevent them from unscrewing themselves.
Loctite (the blue stuff) serves the same function.
Some shimano bolts still come with holes and a piece of wire they expect you the thread through to do the same thing.
Shimano 6-bolt brake rotors come with these funny little spring clips and special bolts that act like nord-lock washers.
I would honestly really like to see a study on why they continue to include these. If its safety virtue signaling or if they actually matter. Loctite is adequate for much more abusive environments than a bicycle. Feel free to throw those clips away like everyone else does.
