Yes. That’s the carbon layup.
Yes. The frame has a very light matte black clear coat, which allows the carbon underneath to show through. People often associate carbon with like a 3k woven texture, however bikes typically use a lot of UD carbon which is just a flat sheet. The line you see here is a seam or separation between different layers used to make the seat tube.
