The rim is trued well but the tire has a wobble.I tried sitting the tire in the rim the best as possible but theres still a wobble.
is this normal and how to fix this? (if fixable)

Make sure the tire bead sit correctly in the rim.
Deflate, spray some soapy water around the rim/bead interface and inflate to max pressure of tire or rim, whichever is lower. You will probably hear some pinging sounds of the bead slipping into the rim hook. Inspect from the side and check the tire is seated evenly.
Pump it up to its maximum pressure and it should snap into place.
