The rim is full of the holes which have just appeared. There was rim tape/tape covering these parts before but they weren’t punctured, what could these be caused by possibly?

Just appeared but the rim strip is fine? Then it happened before it was in your possession either in manufacturing or at whatever shop you bought it from.
Is it all over the rim? If so, this is probably just shitty manufacturing.
Weird. Is this is a single wall rim? Are these holes visible from the other side?
Are you saying these holes weren’t there originally? It’s unclear how whatever caused this wasn’t noticed (noise, bibration) whenever it happened.
