Reminds me when I was working at an e bike repair shop and this older, stern, military looking guy says he has his son’s bike that needs some work.
He then rolls in the goon cycle 5000. It literally looked this hoodie in bike form, except in color and much more graphic:

I know that in many places where bike thefts are high, people go out of their way to make their bikes less desirable. People paint them weird colours or add various stickers, etc. I’m hoping this is what we’re looking at in the photo you posted.
