This is most likely 22x1mm, you’re measuring the minor diameter. If you had a set of calipers that could reach into the valleys of the threads you’d get a measurement close to 22mm

It’s a normal 22mm. The nominal measurement is the major diameter of the screw form; what you are measuring is the minor diameter.

The 22mm is the correct size.
The way you are measuring the diameter of your crank thread is wrong because the tool diameter is the outer most circumference (ie. the TOP of the threads )
The way you are measuring the crank is essentially measuring the grooves between the threads of the tool.
Your approach is pretty much like trying to find the diameter of a bolt by measuring the inside of a nut.
