I'm looking to mount a rear rack on my (road) bike. The problem is that the bike only has inner eyelets, circled on the picture. From what I've seen, rear rack fixed only to the saddle can hold up to 10 kilos, which is not enough for my usage. Is there any possibility for me to install a rear rack using the inner eyelets ?

Most decent rear racks will have enough range in mounting geometry that they should be able to accommodate that.
If you find that you can’t, another option would be creating your own mounting points, either with P-clamps, or with something like Tubus’s [Rear Axle mount adapter](https://www.tubus.com/en/products/accessories-rear-carriers/tubus-product/adapter-set-for-qr-axle-mounting).
Those mounts part-way up the seat stay may be intended for fenders, so perhaps not the equivalent in terms of bearing weight as mounts at the rear bracket (which your bike does not have). Another option, which would mitigate risk to your frame, is to get an axle-mounted rack thru your QR, like this one:

You could ignore the eyelets alltogether and have the rack rest on the wheel axle. Tubus have a [QR adapter set especially](https://www.tubus.com/en/products/accessories-rear-carriers/tubus-product/adapter-set-for-qr-axle-mounting) for this purpose, some other manufacturers offer something similar. The end result looks something [like this](https://www.cyclingabout.com/wp-content/uploads/2011/10/Tubus-QR-Quick-Release-Rack-Mounting-Kit.jpg). By this method, all the weight of the rack is transferred directly to your wheels, bypassing the frame. I used a Tubus Fly rack on my road bike using this adapter, it’s rated for 18kg. Mine was solid as a rock, no wobbling whatsoever.
P-clamps from the hardware store work wonderfully, cost almost nothing at about $3/clamp (you’d need 4 plus M5 screws, bolts, and washers, so less than $25 overall), and allow a lot of placement choices. I’d start there.
The inner screws are usually for fenders.
The clamps below are 1/2 inch/13mm. Depending on the size of your chain stays, you might need a slightly larger or smaller size, but these are a starting point.
