The only money I would put into this would be for new pedals (Raceface Chester, Deity Compound, or similar) and grips, and a saddle if the current one is uncomfortable

This is a tough one to upgrade but not hopeless.
You need a new real wheel. One with quick release and at least eight speeds. That way you can combine it with the front crankset that I suspect is a triple although you photographed the bike from the raw side, to get yourself a 3 x 8, or 3×9 drive train that would improve your gearing and climbing.
Asides from that as mentioned pedals grips and saddle
