    Your break is non functional, can you not tell that by riding it?

    someone replaced the rotor with the wrong size?

    Noooooo you need a 160mm rotor on the front most of the time. That looks like a 140mm rotor; you might have an adaptor you can either remove or flip that goes between the caliper and the fork, without the adaptor most road forks will bolt straight into the fork leg and be in the right spot to brake on a 140mm rotor.

    Wrong sized rotor or the mount adapter is upside down. Top of rotor should track top of pad.
