Can’t see from the pictures, but if it’s similar to my microSHIFT bar end shifters, you need a Hexkey to remove the lever, and you’ll then have access to the expanding plug bolt.
Screw it until it cannot rotate or be removed by hand, at the desired angle.

If you unscrew the friction adjustment fully, you should be able to slide the leaver off the shaft, pop the shaft out and access the head of the bolt which tightens the compression plug. I’d guess that perhaps the end of the bar tape was pushed inside and the plug held it in place. You’ll have to completely unwind the tape and redo it to achieve this see https://youtu.be/uWbeCMmYlAU?si=TxnVEPlnPeFle3K5 if you haven’t done that before. Once the tape is wrapped you can tuck the end in and push the bar end shifter plug in to hold it in place. Tighten the bolt to secure it – be generous with the tension. Then reassemble the shifter. I would check the tension after a couple of days, as the bar tape between the plug and bars will compress and loosen the fit as it settles.
