Thought I would share for anyone curious about trying this themselves. All in this cost me around $60, including a p100 respirator for sanding paint. One quart of evaporust was more than enough for the entire frame.
I sanded down the worst of the rust, soaked paper towels in evaporust, wrapped those around the frame, and finally wrapped with plastic wrap (to keep them wet). I had to repeat this process about three times to achieve my results, and the frame was wrapped for about 72 hours total. I still have to sand all the bubbling paint, but I will take that on at a later time when I am closer to repainting. Aside from some green staining, I am quite pleased.
If anyone else decides to do this:
Make sure you don’t wrap over your seat tube or head tube like I did as it can trap moisture inside the tubing. I accidentally flash rusted my top tube by doing this. Nothing some fluid film can’t fix, but annoying. Additionally, evaporust must remain wet to work, so make sure to check periodically to make sure your rags or towels haven’t dried out.
Would love to hear any feedback or suggestions. Have a great day!

Naval Jelly works great too. These products usually leave an unprotected surface behind. It will rust again if left unpainted, so using something like Fluid Film on it is a good idea unless you’re planning to repaint it.
It did a pretty good job. Kudos for keeping old steel alive.
