  1. That is sort of how they are supposed to work. The cable pulls in the housing and pulls the two arms together. Ideally you want even movement on both sides. There should be an adjustment screw near the pivot on each arm. Tighten or loosen this to balance the tension and get them even. You’ve also currently got a bit too much cable travel, it should be tightened a bit to reduce the travel. Getting the brake pads evenly aligned is important too

  2. On the other side there has to be an adjustment screw with a spring that can the preload on the brake.
    On is set too hard and the other too low.

  3. Use the adjustment screws as others have mentioned. If you’ve been going through mud recently or had a lot of rain, I would also remove the calipers and give them a little clean and regrease (although some may argue against the regrease).
