So I found this bike by a dumpster and it seemed to be a shame to leave it there when it looks mostly intact. Some parts were taken from it but I can't tell what. I want to fix it up myself but I don't know what to look for! It seems one of the brake cables was taken. Is it still salvageable if I get the parts it needs? It is a Schwinn le tour luxe which I always thought was a good quality bike. Any input is greatly appreciated since I'm new to fixing bikes up.

It’s a lower end, steel rim Schwinn but it looks like it’s in great shape except for the missing brake cable. Watch some YouTube videos on vintage bike repair to see if it’s something you can do yourself. If not a local bike co-op might be able to help. A bike shop is going to charge you more to replace the cable than the bike is worth.
I have a Schwinn exactly like that and if the wheels are true then i say it’s perfect! The paint and everything look great. I used to love mine but I broke a wheel and between that and the scratches in the paint i decided it wasn’t worth it. my advice would be to check the spokes for tension and the wheels for true before they break on you but other than that you can get cables and cable cutters for cheap. just remember to put all the ferrules on the cables housing before setting up because they increase breaking power, don’t set it up if you run out.
If you know someone that is knowledgeable about bikes OR have a bike coop locally have them take a look at it and assess it. From these pics it looks like it is in excellent condition but it’s also hard to diagnose from internet pics, even good ones. There’s a really good chance you’ll be able to DIY the repairs even if you’re not very handy.
