A very solid pair of vice grips and a lot of physical persuasion.
Or an oxy torch. (Bastard can’t stick if it’s liquid)
At this point, I think you may need to use the nuclear option, which is lye (sodium hydroxide). Lye will dissolve aluminum without harming the titanium.
For a seatpost, my preferred method is to invert the frame, rubber band a nitrile glove or similar covering over the opening, then syringe in your lye solution from the bottom bracket junction. Depending on the strength of the solution you mix up, your seatpost will dissolve in a matter of 2~20 minutes. Be sure to use lots of personal protective equipment, as lye is notably caustic and will give you chemical burns.

adjustable reamers. will get you a handle to try and turn and pull.
if all else fails you just ream it down to nothing.
have had good luck with this liquid in the past.
Vise grip, penetrating oil and slide hammer. Someone posted a similar situation recently and they managed to get it out
I guess you could keep going at it with a hacksaw. use a hardness that can cut aluminum but not titanium
