Doesn’t look like it needs too much tinkering, possibly none.
Imho the best place to start is with something really crappy. It will be easier to learn when it is more obvious if you are making progress. Plus it will be cheaper, you could look for stuff that is scrapped by others stuff you can get for 20 bucks or so. To learn quickly you also need many issues to practice on, and several wrecks of different types.

Nice! I just picked up the same model and color, except all original bells and whistles on it, not as cool as yours. Gonna be my winter project. That color way is sick. Good inspiration here. Trying to decide if I lean into the chrome/silver or go black w/accents.

those brakes are a bitch to adjust. Start there

Nice bike. The fact that somebody else already tinkered with it not long ago means that things should go smoothly for you. Nothing too rusty. It’s even already ready to ride.
Don’t let them tell you that those brakes are hard to set up. If you know how, it’s not a problem. And always can get Vs for it.
