I was browsing the web for rear racks / seat bags. I came across the Tailfin AeroPack specs and was quite impressed by how slim it [claims](https://www.tailfin.cc/product/seat-packs/alloy-aeropacks/aeropack-alloy/?v=3a52f3c22ed6#specifications) to be at the front: 128 mm. So I did a quick model in CAD and estimated that for having 20 L of capacity, it should be roughly 33 cm in height (with a rolled-in top!). From the tests I’ve seen, this doesn’t seem to reflect reality.
So does Tailfin overstate the volume or does it understate the width? (Or does it have some kind of black-hole-magic-volume-reducing-trickery, I mean for that price, it shouldn’t be too much to ask for)

Yes.
I think the 20 number they are coming up with is it stuffed to the absolute brim while still being able to clip, and yeah, there is a ton of inconsistency in how brands define how many liters a bag is, and I think the reason for that is that people will often buy the larger bag than they need.
