I recently bought this bike. It’s a lemond reno. Is there a way to add a cargo rack onto it. I noticed it doesn’t have screw holes like other bikes that I’ve seen and I’m short so there’s not a lot of room in the back for a rack. Is the bike frame strong enough to use a rack? Would a front rack be better? The rack would be used for hauling groceries.

Not much you can do there. There’s no attachment points, which probably means the frame isn’t intended to take a very heavy load.
There are a few racks that attach to the seat post and the seat stays, but they’re not designed for much. Depends what you’re looking for. They would probably be fine if you’re just commuting with a laptop or school supplies or whatever.
Honestly, I think your best bet is a backpack.
Also, your seat is way too low.
Above Redditor described it well. When a frame has no drillings for rack mounts that means the frame was not built to support one.
You can use vinyl-covered C-clips that come standard as hardware with many racks but I always recommend not to brute-force a rack onto a frame which might not have the tubing strength to support that stress.
