Recently got a new frame and had my local mechanic build it w my old mechanical groupset. Shifting is ok for the most part but occasionally jumps around 4th-5th cogs. To be fair the cassette is almost 4 years old now and probably needs replacing. But wondering if the cable length from the frame and into rd could be too short and may be affecting shifting as well? The bend looks a bit sharp… but i am no expert. What do you think?

That sharp kink absolutely should not be there, and while I’m not sure if it affects shifting I would still change the casing.
Frames where the casing exits from the dropout like that can be nasty to install because casing length has to be very exact. When I’ve had to install these, I’ve intentionally cut the casing a bit too long, and then shorten it like half an inch at a time until it looks spot on.
Probably the guy cut it too short but then decided that it’s good enough. It’s not.
