Hello everyone
I’m still new to cycling and have been doing well so far. However, my niece borrowed my bike to practice, and when she returned it, I noticed that the left brake isn’t working. I’m not very technical when it comes to fixing bikes, but I'm eager to learn. Does anyone know what the issue might be?
The bike is a Monterra M500 26

You need to hook the other side of the pipe…
Looks like you need to resecure the cable so that the brakes catch hold of the wheel. There are a number of good videos on Youtube – look for ‘how to adjust V-brakes” and you should get a whole bunch of good videos on how to adjust them to get the brakes to work and to avoid the dreaded brake squeal.
There is a solid metal sleeve on your front brake called a “noodle.” It is not positioned correctly. [This part right here](https://m.media-amazon.com/images/I/51D67wTtHjL._AC_UF1000,1000_QL80_.jpg). You need to reposition the noodle on the brake arm so that you have more brake cable tension.
i think the tip of your noodle is broken.
the flared part is separated from the front bit

you need a new Noodle or find just the tip.
The metal part should not go all the way, sir.

Check this photo(ignore the flexible style tube), the rubber part covered the tip if you see none then probably broken.
Well, the metal pipey helps to redirect the cable, but brakes work without technically. You see them “working” in the video, but they don’t reach the rim because you have to adjust them to be close to the rim without action (i.e. open screw on the brake and pull cable through until brake pads are closer to the rim).
Repeat until pads catch the rim firmly when pulling the lever.
Of course make sure you are using V-brake lever, not Canti-style lever (V-brakes need more pull).
