if rotor doesn’t move when fully pushing on the brakes but the wheel does, then your hub is the problem

Fun fact, the brake pads have a small amount of float. The wheel can move like that as a result. Without a closer look a video won’t diagnose if there are other issues, but I’m guessing it is just the brake pads slopping fore/aft slightly in the calipers.
