Moving rear derailleur back? Beginner question

First photo is the original position, and the second is where I’m trying to hopefully move it.

Alright so I am currently working slowly on getting my 1985 Raleigh mountain tour up and running. New tires arrived and fit with the rear axle pushed all the way back in the frame’s slot. The issue is, how do I mount the derailleur once the wheel is in? There are some holes that seems like they could work but it wouldn’t allow the wheel to go back in.

The only way I could see it working is if I just put the derailleur in by tension alone with the rear axle screwed down all the way… seems like a bad idea.
