I got this frame from a bike jumble and would like to know if anyone can ID it please,

The name on it is from a pretty infamous bike guy from east coast of England and apparently won a few competitions, it was bought and sent off to be sprayed and have the stickers put on but he couldn't remember what the original frame was ,as he owned a cycle shop and this was a sponsored bike bought and built by Pete himself then given to a rider to ride for the shop ,it's a lovely frame and fork ,it weights next to nothing, I'm taking the stickers off but leaving head tube sticker badge on ,I thought it might be a bianchi pista just going by photos but the welds look different, I'm building it up with half decent parts and looking forward to riding
