For over a decade now I have used [Brouter](http://bikerouter.de) for all my routes all over the world. I export a GPX file and then copy it over to my Garmin unit. There’s certainly no need to vet every road, and I love how it often sends me along routes that are not overtouristed by cyclists and bring more interest and hospitality from local people. If you use the Trekking profile (potentially off-pavement), you have to be prepared for a little Type-2 fun, but that’s where the fond memories of bicycle travel often lie.
If you have OSMAnd, Brouter can be installed as a plugin for that app. Then, within OSMAnd you can generate routes using that engine, export a GPX, and copy it over to your Garmin without having to use Brouter’s web view.

You can try my app TouchTrails. It’s available for Android and iOS.
Because I’m the developer, I can’t say, it’s the best. But at least, I give my best 🙂
