I bought a batch of computer parts and this unit was included (in its rubberized case). I have a hunch it might be cycling-related but I don’t really recognize it. Does it look familiar to anyone?

It’s a toy, a kids’ bike horn.
Bicycle related? Yes.
CYCLING related? NO.
Anyone not understanding the answer: handle bar streamers and playing cards in the spokes would also get the same answer.
