
I've got a Garmin 1030 Plus and recently had to install extra maps via Garmin Express to make it routable in Europe. I can map from point A to point B on the 1030+, and I can plan a more meticulous route on my laptop and then send it to the device. If I'm on WiFi or using my phone as a hotspot this is easy—if I've got the time and the route is under 100 miles. But if you’ve got to vet every road, it becomes pretty tedious.
I have a free version of komoot and have maps.me. cycle.travel app organic.maps OsmAnd, Google maps, OMN3, cycle travel etc. There are a load more at cyclingabout

There is no best, it depends on personal preferences. Personally use mostly ridewithgps and garmin basecamp to create my routes. Ridewithgps allows to easily switch between different mapviews and satellite images, basecamp works offline on my laptop.
