Did you replace the brake cable yourself? If so, pull it back out, and twist it again, it may go back into place if it’s not bent. Though a kink may affect performance. It’s part of the braid of the wire.
This happened when you pushed the cable end through, it caught on one side and as you pushed, it unfurled.

brake cable cap went missing / not properly crimped, so some stray cable got off the line. nothing to worry about, wrap the strays back around and crimp the end properly. and check that the leftover cable isn’t too long (typically 2cm)

You’re missing a brake ferrule which stops this happening, if you’re lucky you’ll be able to retwist it together and put a ferrule on it, if not new brake cable, super simple job and not very expensive.
