My goose neck does not want to separate from the fork even after unscrewing everything, what should i do? (its one of those that go inside the fork, the long ones)

That center nut pulls a spreader into a split shaft and as it tightens it forces the split shaft open jamming it into position. Usually u8ndo the bolt and it will stand up = tap it down. Add some penetrating oil, loosen and try to turn the handle bars and the stem. Repeat until free
i already unscrewed all the bolts on it and put normal oil it didn’t come off even after shaking it, is there something i did wrong and is penetrating oil different from normal oil?
