Should be saddle bag. The strap at the narrow end ties to the seat post. The 2 straps go under the saddle rails; wrap around and tie down to the bag. Not sure if those straps ties down to the bag (like using velcro). If not, then you are probably missing a connecting strap, where the 2 straps get connect to, and wraps under the bag.

It’s a saddle bag from the very small end. The short strap at the tip goes around the seatpost and the pair of straps around the saddle rails, like so:
