      I stay totally dry in these, and they go on/off easily over my workpants and shoes.

      I wear winter cycling pants I got on Amazon from a brand that begins with an S and has a k in it (I think reddit suppresses the name because they think the brand was spamming reddit at one point) (and have a pair of Rock Bros also) over cycling pants. They are loose enough, like slightly stretchy sweatpants.
