I want to get a bike for commuting, home stretch of taking care of a family member financially, after that maybe a surly preamble or Kona.
Yes, I know these bikes are extremely cheap and have awful components, but is it possible to replace almost everything with better ones? Bare minimum I imagine would be a sprocket, chain, wheels and tires.

It’s a very good idea. Just make sure the frame is a good one, right fit, decently light, and not bent.
Then you can upgrade easily part by part starting with saddle, bars if necessary, flat pedals etc.
A shorter or longer stem can adjust the riding position
Components like better wheel and tyres will make you faster
Lastly things like a new lighter seat tube, a bell, or changing the drive train can be useful

My commuter rig, back when I was riding 30 miles/day, five days/week, was a $200 fixie that I slowly upgraded over time. It was one of the best bikes I ever owned, and then it was stolen.
Just noticed where you’re searching. Fixie is perfect for the SFV. Do it. I would advise getting one with (or adding) a front brake.
