I was riding back on a train from the bike shop and noticed this. The slime is from before, but the tire and tube are new. Is this thing going to pop, e.g. should I take it back before riding?
Could be tire casing is rupturing. Could be the tube not installed correctly. Something is wrong tho. And should be addressed immediately before it blows off the rim.
I’d release air pressure first. Then massage the tire back on the rim making sure the tube is not pinched. Then inflate it.
Bring it to the shop too, just to check on your work.

would bet that you put the nut on the valve stem before you inflated the tube. remove that nut and see if it lets the tube center itself in the tire
