Im curious to know more about this Cannondale frame because I can't find an image on google where cannondale repeats twice on the frame. I'm even more curious about the fancy hardware underneath where the handlebars fit in. Maybe its not original to the frame? Any info on this frame would be appreciated. The seller is not even sure if it is aluminum or steel!

No. It’s not a Cannondale, Cannondale became famous for their groundbreaking aluminum frames- they have since started to make carbon, too, but have never made a steel frame.

And that is a vintage lugged steel frame.

It actually might be a pretty valuable bike, though. It has probably the most famous lug pattern, “Nervex professional,” which was used on many higher end bikes. This bike has them, and their very nicely chromed. It could be something like a 70’s Schwinn Paramount, which is still a pretty valuable bike.

Actually I’m leaning towards a Windsor Carrera, based on the fork Crown. Not 100% certain without more detailed pictures, though
