I’m trying to fix a flat and have never seen this before, what does it signify? This is on a “gp 5000” that I bought off Amazon and probably has 1000 miles on it and previously had a pretty big hole in it (the tire not tube) that I patched with part of a patch and ton of rubber cement. Thanks if anyone has any insight.

I should add this is on a tire with a tube. Not tubeless. I’m thinking I’m just going to replace it.
I immediately lost faith in your patching abilities with the “ton of rubber cement” comment. Your patch is leaking. Use less cement, make sure the cement is dry before applying the patch it’s counter intuitive.
Probably nothing wrong with it. Some tubeless tires are a bit porous and the sealant takes care of that eventually. If there is a tube in it and you used tubeless rim tape, there will still be air between the tire and the tube. Without sealant that air will find its way outside if you have one of those porous tires.
What is the pressure in this tire?
There’s fluid inside your tire and the outward pressure of the inner tube is forcing it out through tiny, otherwise insignificant holes in the tire’s sidewall. Nothing to worry about IMO.
Personally I’ve never seen this before. The best solution I can offer is to replace the tyre coz by time you fix this it would cost half as much to replace.
If you want try adding rubber glue or sealant using a brush. Or get advice from someone who has more experience. I’m sure a pro bike mechanic can fix it.
