There is a tool called a cotter press that might help, if you have an old school shop in your city, they can probably help you out. Unfortunately drilling is a bit risky, as there’s a tapered surface to potentially damage (okay nerds, it’s not tapered, but in relation to the crank position as it current sits, it is:)

It’s not a bolt. It’s called a cotter pin. And you need to hammer it out by hitting it on the end with the threads. Heat is your friend.
