Either re-tighten the adapter, or take it off and run it as a Presta valve.

This is a presta valve with a Schrader adapter.
Just screw the valve core. Back in and everything will work. There is a small knurled nut on the valve core that you have to loosen w.hen filling the tire

The other bit should be tucked in the pump. Pop it out and screw back into the shrader.
Theres a small screw part that you need to undo while inflating, then tighten back up.

This looks to be a schrader valve adapter on top of a presta valve. Does the silver piece on the end screw off, and if so what does it look like underneath?

If I’m not wrong, the shinny part is just the adapter for the pump. Unscrew it, put it again on the pump and try to pump the tire again. I suggest to search videos of how a presta valve works.

The silver thing at the end is a valve adapter to from the presta on the tube to a schrader pump. Take it off, loosen the valve tip, reattach the adapter, then pump. If you have a pump that works for presta valves you do not need to use the adapter. Remember to tighten the valve tip once done pumping.

What’s wrong with it? There’s nothing obviously broken in the pic. That looks like a presta valve valve with a presta to schrader adapter.

Some tubes had an issue where the valve core wasn’t tightened down in the factory so you’ll need to remove the adapter – the silver thing that’s called a valve adapter – then tighten the core by rotating it clockwise (the whole core not just the top of it which lets the air in) then open the valve (just the top part) reattach the adapter if required and then inflate the tube, remove the adapter and close the valve.
The core can be tightened with a pair of pliers by grabbing the lower part of the valve core which should have two flat sides and two round sides ( ) sort of like that shape if you imagine the white spaces as the flat edges.

That tire doesn’t look properly set. I’m used to seeing more space between the rim and the tire indicator.

The presta valve underneath that adapter screws in and out to add air. You will need to take the adapter off, twist the presta valve top out (not the entire insert), and add the adapter back, add air, take adapter back off, twist presta valve back shut.
Or, the real solution, get a proper bike pump that can add air to presta valves. If you own a bike a decent pump (long hose, high enough pressure, nice gauge preferably on top, solid build quality) is worth the money. But even Walmart sells cheap bike pumps that would do the job.

What you are looking at is a [presta valve (left)](https://hips.hearstapps.com/hmg-prod/images/bicycle-tubes-with-schrader-and-presta-valve-royalty-free-image-1586369776.jpg?resize=980:*) with a
